中文摘要 臺灣位處災害頻繁發生的地理位置,天然災害的不可掌控使人們需要進行災害管理,比起不斷救災的方式,長期的防災措施、妥善的災時應變及災後的迅速復原更能有效維持系統的平衡,使環境達到韌性。臺灣社區層級的災害管理策略著重在自主防災社區相關的計畫,自921大地震後開始受到重視,至今已持續推動近20年,接續由中央、民間的不同層級與單位執行,耗費上億元經費。然以相關研究及報告成果觀之,防災社區計畫由不同主政單位所推動的內容差距不大,在不同社區的執行內容相似度高,且均以提升知識型的活動居多。為考慮執行效果,多優先選擇意願高、適合推動的社區作為示範推廣,災害嚴重的地區則不一定均參加過防災社區計畫。臺灣的社區型態多元,在人口組成、經濟條件等皆有不同的發展狀況,若以同一套模式對不同條件社區操作,是否皆能有效提升其防備災能力與災後復原能力有待探討。國內過去相關研究多針對社區參與過計畫之核心人物或領導者做調查,難以全盤了解民眾對計畫之觀點,也並未針對自主防災社區計畫的因地制宜去探討。
因此,本研究首先透過國內外文獻回顧了解災害韌性、脆弱度及自主防災社區之概念。再以脆弱度指標,對參與過2次防災社區之鄉村社區作象限分類,了解此些社區本身客觀條件在脆弱度上的差異,篩選出台中市太平區永隆里及南投縣埔里鎮桃米里兩處條件不同的社區作為比較對照。以CART量表為基礎擬定問卷,以問卷調查探討實證社區之不同面向的韌性程度與個體背景屬性之關係、兩社區參與防災社區計畫之成效差異,以及對計畫成效及滿意度之影響因素。為了解多數居民對防災計畫之觀點,研究對象包含所有有條件參與計畫的居民,而非僅有社區中曾參與過計畫的核心人物。實證結果回應到研究假設發現,社區脆弱度高的社區有較低的社區韌性、參與過自主防災社區計畫之受訪者有較高的社區韌性,對災害知識的了解也有高度認同。在不同韌性面向中,以資訊溝通面向最為影響災害管理成效,應加強社區中的資訊溝通,建立社區的社會網絡及不同族群間資訊傳遞的公平性,透過資訊溝通帶動其他面向之社區韌性,營造居民之間的凝聚力。建議自主防災社區計畫的改善應試圖轉變過去的操作模式,可能透過先期研究瞭解社區狀況、居民個體特質,再以適合當地的方式,長期的投入災害議題,提升社區災害意識及參與度,以建構社區整體之韌性。
英文摘要 Taiwan is in a geographical location where disasters occur frequently. The community-level disaster management strategy in Taiwan focuses on Disaster Resistant Community Plan (DRCP) Since the 921 Earthquake, it has been continuously promoted for nearly 20 years and implemented by different levels and sectors. Taiwan has diverse communities, with different developments in terms of population composition and economic conditions. While the content of the CBDRP promoted by different administrative departments isn’t much different, and most of them focus on knowledge-enhancing activities. It remains to be discussed the effectiveness of disaster preparedness and recovery capabilities if a similar plan is used to operate communities with different conditions. Related research in Taiwan mostly focused on the core figures or leaders of the community who has participated plan. It is difficult to fully understand the public's views on the plan, also didn’t discuss the local conditions of the CBDRP. Based on the vulnerability index, this research classifying the communities that participated in CBDRP two times to understand the differences in the vulnerability, and screened out two communities which have different conditions- Yonglong Village, Taiping District, Taichung City and Taomi Village, Puli Township, Nantou. Developing a questionnaire based on the CART scale discusses the different resilience aspects and personal background attributes. In order to understand more residents' views on the CBDRP, the research object including all residents who have condition to participated in the plan. The results recommend that the improvement of the CBDRP should try to change the past operation to carry out the disaster resistant activities suitable for the local, like going through the preliminary research to understand the community status and the individual characteristics of the residents. Also take long-term disaster issue to enhance the disaster awareness and participation to rebuild the disaster resilient in communities.
