中文摘要 民航主管機關頒發維修人員證照的主要目的,在於執行國家證照所賦予之權利義務並對航空安全負責。我國民航可以藉由施行EASA維修人員證照制度,強化維修證照的經歷要求與整合訓練檢定,達到維修檢驗的落實及訓練成效的提升。由於我國的航空維修法規制度及證照知識標準已有完整的轉換基礎,可更進一步針對現有的機型訓練、在職訓練、修護經歷及適航檢查制度等架構進行修正,以確保飛航安全並達到真正有效的安全管理。
依據分析的結果,我國採行EASA維修證照制度與訓練系統有因應市場轉變及接軌國際標準的立即性需求,在技術面有利於原法規及證照基礎推動制度上的革新,並訂定轉換訓練的抵減標準以及增設維修管理人員證照以降低影響層面。從經濟與政策的角度方面考量,採取快速導入新制並設定三年的轉換期限,同時由民航主管機關提供業者轉換輔導與補助措施,可降低新制施行的衝擊並產生最大的效益。
英文摘要 The main purpose of issuing maintenance personnel license by aviation authority is entrusted the certifying staff with the rights and obligations who is responsible for the aviation safety. Civil aviation of our country may strength experience requirement of maintenance license and integrate training system with examination by execution of EASA airmen certification system, then achieves the inspection enforcement and training promotion. Because the aviation maintenance regulations and license knowledge requirement of our country was well established foundation of transformation. It can be amended for further improvement by organizing constructions of aircraft type training, on-the-job training, maintenance experience and airworthiness inspection system, as well as guaranteed aviation safety to achieve the effective safety management.
Base on the analysis result, the implementation of EASA maintenance and training system (Part-66/147) can satisfy immediate demand of the market transformation and the connection with international standard, enforcement technique advantage of regulation and license system innovation on original foundation of our country. And the influence of rules implementation can be reduced by scheduling the transformation training course to be set off against the new standard as well as adding additional maintenance administrative license. Considers the influence of rules implementation from the economical and the policy views, the impact also can be reduced and the biggest benefit can be generated by fast rule induction, three years deadline of transformation setting, mean while provides transformation counsels and subsidizes by CAA.
