中文摘要 隨著LTE的快速發展,電信業者在投入大量資金建置4G之後,也需思考4G資費該如何定價以吸引客戶上門,並在4G時代擴展自己的市占率來獲取利潤,營運商吸引用戶的方法以改變費率訴求及搭售方案為主,而吃到飽更是其中的殺手鐧,讓辦理此方案的顧客都可以固定的月租費使用無限的網路流量,無須擔心自己的帳單。
吃到飽方案允許用戶可以大量使用網路,造成負面外部性,用戶取消固網服務以行動吃到飽方案作為其主要上網方式,使其所在位置的基地台網路壅塞。但在4G開台時業者若提供吃到飽方案,可以明確觀察用戶對4G行動網路的需求量,來評估採取公平使用機制的吃到飽方案取代吃到飽方案的時機,確保用戶不被公平使用機制影響使用意願,同時避免用戶過度使用行動網路來提高使用品質。
目前日界各國4G資費大致上可分為五類方式:(1)月租費固定、流量不限且沒有其他任何限制(吃到飽);(2)以行動上網流量計價,但每月收費有上限,且沒有任何限制(吃到飽);(3)行動上網量使用量超過每月數據量或公平使用量後會降速或網路優先次序降低,降速後之流量不計費,可額外付錢恢復速度(公平機制吃到飽);(4)以行動上網流量計價,但無收費上限;(5)以行動上網流量計價,但每月數據量使用完後停止服務,可額外付錢恢復行動上網服務。
本研究探討之國家為:台灣、新加坡、美國、英國、香港、日本、韓國等七個國家,並收集以上國家的資料,觀察各國電信業者的4G資費演變與可能的決策點。由於4G傳輸速度變快,吃到飽方案也讓使用者行動網路使用量上升,業者在推出資費時也會逐漸提高其資費方案價格,以及改變其資費方案內容,透過每個國家資費變化演進過程,繪製出一趨勢圖符合每個國家的資費變化,歸納出影響先行者與跟隨者4G吃到飽資費的因素及其中關係,以提供行動業者及主管機關對於未來4G資費規劃與管制的參考。
英文摘要 With the rapidly development of LTE, main mobile services have been shifted from voice to mobile data in 4G era. After investing huge amount of resources for 4G network deployment, mobile operators have to set the right service tariff to attract customers and increase their market share for making profits. Changing mobile tariffs and bundling are critical to attract customers. Moreover, flat rate is the killer pricing of tariff. Subscribers who adopt flat rates services can enjoy fixed prices for unlimited mobile data usage. However, flat rates services also cause negative externality for other subscribers.
If mobile operators promote flat rates at the beginning of their 4G services, they can observe customer demands on 4G mobile data usage of subscribers explicitly. Besides, mobile operators are able to estimate when to offer fair use flat rates to replace flat rates and maintain subscriber’s number without affecting by fair use policies. Moreover, this strategy could avoid the abuse of valuable wireless resource and enhance quality of services of 4G network.
Until now, there are five categories of tariffs: (1) The fixed pricing and the unlimited quota without any restriction (Flat rates); (2) The charge is measured by usage-based, but the charge of the unlimited quota has the cap and no restriction (Flat rates); (3) There are restrictions after the data usage is over than the FUP, but extra data usage with restriction won’t be charged (Fair use flat rates); (4) The tariff is measured by usage-based, and the charge has no cap; (5) The tariff is measured by usage-based, and the service will be stopped if the monthly data usage is over.
This research mainly focuses on Taiwan, Japan, U.S., Korea, H.K., Singapore and U.K. and collects their market information, so their 4G flat rates tariffs evolution paths have been recorded. According to the 4G tariffs provided by mobile operators, owing to the faster 4G transmission rate, users can reduce downloading time and increase the data usage when surfing on the Internet and watching videos clips etc. Flat rates services also boost much data usage. Therefore, mobile operators are able to adjust flat rates and change tariffs like speed reduction or add-ons. The trend can lead to different development processes on mobile tariffs for different mobile operators in each country. Thus, we can summarize an evolution path of 4G flat rates from those countries and observe the relationship and impact factors between pioneer and followers of mobile operators. The research outcome can aid for mobile operators to design their tariffs and telecommunication regulators to institute their regulations and policies.
