中文摘要 公共設施是民眾接受政府提供之公共服務最直接的方式,也是國家發展都市計畫要的一環,因此透過有效的服務創新提升公共設施的服務品質,方能提升都市的生活水準。而現有公共設施之設計準則並未以使用者的角度針對上位設計指導原則提出改善,使問題無法有效解決民眾在使用公共服務上的問題,人行道是民眾最常接觸到的公共設施之一,即是最佳例子。人行道除了供民眾步行,也是設置街道公共設施的空間,隨著都市快速擴張與社會形態改變,過去台灣以車道為主的交通規劃,忽略了行人的用路需求及步行品質,且正式準則或改善計畫多以數據方式供規劃者作為技術執行上之參考,卻未從源頭之設計原則提出修正,使人行道缺乏完善的整體規劃設計,導致問題無法有效從根本改善。

本研究基於服務設計的觀點,將「願望導向創新模式」調整運用於訂定公共設施之設計原則,並以人行道為案例,發展出「都市人行道服務之設計原則」,以驗證該模式應用於公共服務之有效性。根據本研究結果可知,完善的都市人行道之設計原則須同時考慮空間、時間及人間三大面向:空間面向指在土地限制下以空間足夠及空間不足為內容;時間面向為考量日照時間及氣候變化;人間面向則以用路人特性所歸納之設計原則。期望本研究結果可提供相關單位作為未來規劃的參考,以助於改善整體公共服務品質。
英文摘要 Public facilities are the most immediate way for the common people to accept the public services provided by the government. They also form an important part for a country to develop urban planning. Therefore the service quality of public facilities can be enhanced via effective service innovations so as to enhance a city’s standard of living. However, the design guidelines of the existing public facilities do not propose any improvement aiming at abstract level of the design regulative principles from the users’ point of view. This makes the system unable to effectively resolve the problem for the common people to use public services. The sidewalks are one of the public facilities that the common people most are in contact with and they are namely the best example. The sidewalks are not only for the common people to walk, but also the space for configuration public facilities on the street. With the rapid expansion of cities and the changes in society forms, the principal part of traffic plans in Taiwan in the past was on driveways and the pedestrians’ demands of using the roads and the walking quality are neglected. Moreover, the official guidelines or improvement plans were mostly supplied as a referenced for the people who did the planning on the technical implementation in the way of data. Corrections were never proposed from the design principles which serve as the source. This made the sidewalks lack consummate overall planning and designs, which made the problem unable to be effectively improved from the foundation.

This study is based on the standpoint of service designs and adjusted the “Wish-led innovative model” for application to stipulating the design principles of public facilities. A case study was conducted on the sidewalks for developing the “Design principles for sidewalk services in the city” so as to verify the validity of applying the model to the public services. It was known from the results of this study that, design principles of consummate city sidewalks need to consider three orientations including space, time, and people at the same time. The contents of the space orientation include enough space or short of space; the contents of the time orientation have to consideration of sunshine and climate change; the contents of the people orientation is according to passers-characteristic. It is expected that the contents of this model can provide related organizations with a reference for future planning for improving the overall public service quality.
