中文摘要 近年來,為了改善道路交通安全,中央與地方交通主管機關皆依據交通部院頒「道路交通秩序與交通安全改進方案」推動各項交通安全改善工作,其中有關速度管理方案,為重點工作項目之一。行車速度的變動,對於行車安全與順暢有重大影響,不當的速限將造成駕駛人過快或過慢的行駛速度,而各區域之道路條件及交通特性皆有所不同,若以同一速限標準進行規範,可能造成多數駕駛人往往將速限當作參考用;然而,超速行為是否會增加事故風險,抑或特定速限無法滿足用路人的實際需求,倘依該速限行駛反而會造成道路壅塞情形,故行車速度在安全與效率兩者間如何取得平衡,必須深入分析與探討。
近年來,國內、外對於設計速率、運行速率、速率限制三者之研究,大多針對某一主題進行探討,例如速率預測、影響速率之文獻等等,主要以巨觀或微觀角度構建相關車流模型,作為探討的主軸,而車道寬度或道路形狀亦有所涉獵,但以自由車流速率進行探討者則較為少數;針對市區道路設計速率、運行速率、速率限制三者間關係之研究則未見深入的探討。本研究擬從路段調查之速率資料與相關影響速率變數之探討切入,分析市區道路設計速率、運行速率、速率限制之間的關係,預計可以作為後續進行道路規劃設計、交通管理、速限訂定等議題的參考依據。
本研究採用2015年高雄市主要路段之速率資料及影響速率之變數資料加以分析,透過相關統計方法的應用,本研究發現以下結果:
1.不論是平日或是假日,其第85百分位速率整體而言是高於目前政府所規定之市區道路速限,交通主管機關可針對類似路段進一步檢討調高速限的可能性。
2.本研究利用迴歸模式分析,發現平、假日影響行車速率的變數差異不大,例如:街廓長度、橫交道路干擾數、中央分隔島缺口數、快慢分隔島缺口數、車道配置、有無路邊停車等變數,對於行車速率皆有不同程度的顯著影響。
英文摘要 SUMMARY
In this study, the data of main roads in Kaohsiung were analyzed, including traffic flow data on flow and speed of the main road sections in Kaohsiung city. Through the analysis the 85th percentile speed and application of related statistical methods, this study finds the following results.
1. The empirical study found that in both weekdays and holidays , the 85th percentile speed is higher than the present road Speed Limit; traffic authorities may further review the speed limit to increase or not.
2. This study used regression analysis to investigate the factors that affect operating speeds. It is found that the length of the street, the number of interference on the cross roads, the number of notches in the central partition Island, the number of notches slow traffic divider, the lane configuration and the roadside parking have different effects on the vehicle speed.
