中文摘要 網際網路與行動裝置的普及與成長,改變了人們使用行動通訊的習慣,行動上網使用率逐年上升,使得電信產業市場的競爭越來越激烈,4G LTE成為公眾無線區域網路的替代與互補關係,在經濟學中替代品之間時常伴隨著競爭關係。
本研究想要對政府涉入城市的公眾無線區域網路與否有更清楚地了解。隨著行動網路科技日新月異,各國的地方政府也面臨到公眾無線區域網路的與時俱進壓力,因此本研究根據台灣目前最具代表性且發展最為悠久的Taipei Free(台北公眾區免費無線上網)發展經驗套用實質選擇權理論來評估在什麼樣的時機點應該涉入?涉入的程度為何?以及外在條件因素等問題。最後可以探討公眾無線區域網路符合現況的衡量方法與指標以及未來可能的發展方向?本研究發現當Taipei Free面臨三種不同情境下,其管理彈性結果之擴張淨現值皆是大於零,表示此項計畫值得投資,但在各個選擇權價值上卻擁有不同結果。透過實質選擇權的計算,我們發現更為重要的結論也就是臨界值的考量。一個值得投資的計劃,它的成效不單只是決定於投入的資本多寡,更重要的是如何增加計畫的效率(如:與其大量增設熱點不如改善連線品質或是汰除使用率低的熱點)在提升營運模式的獲利能力做法中,最重要且較易達成的就是改善既有的流程與服務。
因為城市公眾無線區域網路的研究已經有許多以學術理論為出發點的論文,而經過時間的演進已經出現許多城市案例,我們想要採取實證分析再搭配管理的決策分析做出一篇實務與理論結合的研究,所以研究方法我們採用文獻回顧法來蒐集並分析各地區政府的實際公眾無線區域網路案例再配合實質選擇權理論來建議市政府可以在不同的情境條件下選擇最適合的選擇權。

英文摘要 The popularity and growth of Internet usage and Internet have enabled devices and changed life style and ways of communications. Mobile Internet usages have increased year by year and created prosperous Internet access market by myriad Internet service providers (ISPs). Mobile Internet operators and Wi-Fi service providers form complement and substitution relationships to offer Internet access options to enable anytime and anywhere services in many cities. Although from economics aspect, substitutes are often accompanied by market competition, in this scenario, whether municipal Wi-Fi and mobile data service would be treated as complement or substitute is an interesting question and incurs further consideration about what is the relationship between two of them.
This study would like to offer a clear evolution picture of municipal Wi-Fi. With the rapid progress of mobile Internet technology, municipalities are also confronting some pressure about service quality, coverage, competition and budget for providing public Wi-Fi networks, therefore this study chooses Taipei Free, one of the largest municipal Wi-Fi projects, for further study. We examine this Wi-Fi project carefully and apply real options theory to address what are available options to be exercised in different municipal Wi-Fi development phases.
There are three scenarios that Taipei Free with positive net present values for potential options. All of them indicate the right time for investment the Wi-Fi project, but outcomes are varied. Through the calculation of the real options, we can conclude that effectiveness decides whether it is a successful municipal Wi-Fi and municipalities can enhance operations effectiveness by reducing low usage Wi-Fi hot spots.
This paper extends previous studies about feasibility study, goals and outcomes of municipal Wi-Fi projects to how to manage a public Wi-Fi project to explain the evolution municipal Wi-Fi with real options analysis. Aside from its academia value, we expect this paper to be valuable to policy makers of municipal projects, Wi-Fi service providers and mobile Internet operators to assess value of Wi-Fi projects and manage Wi-Fi project efficiently.
