中文摘要 維修資源管理自1992年發展實施以來,受到國外各航空公司及學術單位的重視,無論是在實務上及學術研究上對維修資源管理訓練課程的改善及加強皆有很大的幫助。本文作者所服務的機隊近十年的飛危事件中人為因素所佔之比例相當少,而機械因素所造成的比例則較高。本研究的重點在探討維修資源管理中的缺乏資源因素,並藉由探討美軍波灣戰爭經驗模式、超商經驗模式與平衡計分卡之特點,找出目前之『存量預警備料模式』的缺點。最後將結合本機隊之特性,提出適合本機隊之『計畫性備料模式』。
英文摘要 Maintenance Resource Management (MRM) was developed in 1992 and has since been implemented by foreign airlines. Practical uses and academic research on relevant subjects have made significant improvement to MRM training courses. For the past ten years, only a small portion of the risk events in the aircraft fleet, in which the present author is working for, were caused by human error, whereas the majority were due to mechanical factors. The focuses of this study are to investiagte the lack of resources factor in MRM, and to discuss the empirical models of the US military Gulf War and of convenience stores, and the features of balanced scorecard, in order to find out the shortcoming of the present early-warning material-preparation model. Finally, by taking into consideration of the characteristic of the aircraft fleet, a planned material-preparation model is proposed in order to increase the availability of the aircraft fleet in the most economical way.
