中文摘要 臺灣處於西北太平洋地區颱風主要侵襲的路徑上,很容易受到天然災害的影響,特別是極端颱風的衝擊。有些衝擊或災害很難去避免,所能做的就是學習如何復原。本研究對象為莫拉克颱風安遷救助戶,藉由探討社會資本與災後復原影響因素,希望能提升災後復原的效率。社會資本有許多定義,可看作為實現情感為目的,透過社會網絡的力量來達到。資料來源為國家災害防救科技中心所進行的莫拉克颱風社會衝擊與復原調查,本研究使用第一期的調查資料來進行分析。分析方法為使用Tobit迴歸、截斷迴歸模型來作分析。
研究結果發現,(1)受災次數惡化復原,顯示高脆弱度區域與災民更不易復原。(2)親友提供人力及物資資源,有助於加速復原。(3)住在親友提供住處的災民,會延長復原時間。(4)政府與民間團體提供心理協助,會延長災民復原時間。(5)政府與民間團體提供物資、安家,親友提供心理安慰、金錢協助抒解重災區域與災民,但未能全面加速復原。(6)避難所的環境使得災民不易復原。(7)宗教可加速復原。
英文摘要 Some impact or disasters are very difficult to avoid, we can do is learn how to recover. In this study the Case of Typhoon Morakot's Victims, by exploring social capital and the impact of the restoration after consideration, we hope can raise the efficiency of recovery. This study uses survey data of National Science and Technology Center for Disaster Reduction (NCDR)proceed the Social Impacts and Recovery Survey of Typhoon Morakot. This study uses the first term survey data of Social Impacts and Recovery Survey of Typhoon Morakot. The analysis methods to use the Tobit regression model, truncated regression model and fixed-effect regression mode. Each regression model outcome compared to fixed-effect regression model outcome.
The empirical results found that relatives, friends, government and non-governmental organization provides many sides to help victims, but can’t significant achieve the full and accelerated recovery.
