中文摘要 近年來由於無線通訊技術的快速發展,帶動了許多新的服務應用出現,使得全球對於行動通訊服務的需求急遽增加,而在頻譜資源有限的情況下,為因應大量需求的產生,各國皆積極尋找提升頻譜使用效率的改善方法,其中感知無線電(Cognitive Radio)技術在學術界被廣泛討論,主張透過偵測出頻譜中閒置部份並加以利用,藉此提升頻譜使用效率,因此本研究將探討我國如引進感知無線電技術,其對我國頻譜管理制度帶來之影響以及我國主管機關應如何因應。
本研究係以文獻分析法及深度訪談法作為研究方法,首先透過分析相關文獻,歸納出國外對於感知無線電技術之頻譜管理方式,以及我國頻譜管理制度架構,接著與我國頻譜管理相關領域之專家進行訪談,徵詢其意見和建議,對本研究之研究結果進行修正,最後整合專家人士之意見,提出適用於我國之感知無線電技術頻譜管理架構,並給予管理上之相關建議。
根據本研究之結果,建議我國對於感知無線電技術之使用採型式認證,並訂定相關技術規範作為管理方式。
英文摘要 Wireless communication technology has rapidly developed recently, bringing large amounts of new services and applications. This situation makes the worldwide demand for mobile communication service sharply increase. For the purpose of responding to the heavy demand of mobile communication service in scarce spectrum resources, many countries have searched for the improved methods for increasing spectrum efficiency. Among these improved methods, cognitive radio technology has been widely discussed in academic circles. Many researchers consider that cognitive radio technology can improve the spectrum efficiency. By sensing the spectrum, cognitive radio technology can detect and utilize the spectrum holes, which means the spectrum is vacant. This paper will discuss about what kind of impact will cognitive radio technology have on Taiwan's spectrum management and how should Taiwan's regulatory authority responds to.
Documentary analysis and in-depth interviews are chosen as the research method. By analyzing relative literature, this paper generalized the spectrum management method of cognitive radio technology in the foreign, and the framework of Taiwan's spectrum management regime. Furthermore, this paper conducted interviews to consult the specialists in spectrum management. Then, revising the results according to the recommendations from the specialists. Finally, this paper integrated the results with the recommendations from the specialists and proposed the spectrum management framework of cognitive radio technology for Taiwan, giving relative advices to Taiwan's regulatory authority.
According to the results, this paper recommends that Taiwan's regulatory authority should implement equipment authorization and formulate relative technical regulations to manage cognitive radio technology.
