中文摘要 全球化現象和全球市場競爭下,使全球人口逐漸轉移至有競爭力的都市,而缺乏競爭力之城市出現發展遲滯之情形,進而產生了萎縮城市的現象,規劃者應採取方法應對萎縮城市現象,然而近年來多數學者以客觀數據辨別與分類萎縮城市,或者預測萎縮影響之模型,卻被批評為缺乏空間明確性、過分依賴數據、未能將各種社會經濟、城市和環境方面納入對城市地區居民生活品質滿意度的評估之中,因此在進行萎縮城市之空間規劃時應了解居民在萎縮城市中之生活品質感知。
萎縮城市往往與多種負面現象伴隨產生,如:人口減少、失業率、空屋率以及生活品質下降等,多文獻與規劃者認為萎縮城市將造成負面之生活品質感知,然而亦有德國、荷蘭針對萎縮城市的研究,提出萎縮城市的居民整體生活品質感知程度高於不斷增長或穩定之城市(Hollander,J.B.,2011)。因此城市地方的萎縮現象是否會影響居民生活品質的問題以及連帶產生的是正亦是負面影響的論證仍是模糊的。因此本研究欲透過量化分析方法,藉由文獻綜整出萎縮城市判定因子篩選出實證地區,透過問卷調查探討萎縮現象與地方居民生活品質滿意度之關係,並希冀在都市規劃上避免或減少萎縮現象造成之負面影響。
本研究結果顯示,實證地區之受訪居民整體的生活滿意度結果較高雄市居民平均之滿意度還要高。另外本研究發現,有感知到萎縮現象之受訪者,其整體生活品質滿意程度比沒有感知到的受訪者者要高,與過去很多研究認為萎縮城市會對居民帶來負面心理影響的論點相異;就個體條件而言,受訪者居住時間與整體生活品質滿意度間呈現顯著且正面之關係;就各面向之生活品質屬性而言,與受訪者整體生活品質滿意度具有高預測力且正面相關的屬性有:適合老人和小孩居住之滿意度、地區喜愛度、經濟和工作環境滿意度、鄰里公設滿意度以及地區吸引力;若僅針對環境面向而言,具有高度預測力且正面相關之屬性為,鄰里街道維護、地區至其他地區易達性、地方經濟和工作環境及地區交通環境。
英文摘要 Globalization have led to people to competitive cities. And the phenomenon of shrinking cities is caused by the uncompetitive cities. Planners should cope with shrinking cities. However, most scholars have used objective data to identify and classify shrinking cities. They have been criticized for relying too much on data, and failing to include various socio-economic, and environmental aspects in the evaluation of residents' quality of life. Therefore, planner should understand residents' perception of quality of life in shrinking cities.
It is unclear whether the shrinkage will affect the satisfaction with quality of life and whether it will have positive or negative effects.
Therefore, the purpose of this study is to explore the relationship between shrinking cities phenomenon and residents’ perceptions of quality of life in the community. We adopted the quantitative survey method to conduct 134 questionnaires at the study area selected through literature review of shrinking city factors.
The survey results showed that the overall satisfaction with quality of life in the study area was higher than that -in Kaohsiung. In addition, this study found that respondnets who perceived the shrinkage phenomenon had higher overall satisfaction for quality of life than those who did not. For all aspects of quality of life attributes, the attributes with high prediction and positive correlation were: suitable for the elderly and children living, love of the district, economic and work environment. For environmental aspects only, the highly predictive and positively correlated attributes are neighborhood street maintenance, accessibility to other areas, local economic and work environments.
