中文摘要 本研究旨在探討國小教師對教師人力資本管理之感受,瞭解目前台南市教師人力資本管理品質之現況。

本研究透過文獻探討,瞭解有關教師人力資本管理之衡量方法,並建立教師人力資本管理衡鑑指標,並依重要性-滿意度分析與Kano品質模式分類之研究方法,最後發展出「國民小學教師人力資本管理分析之研究調查問卷」為本研究之研究工具,針對台南市700位公立國民小學正式教師進行問卷調查,回收率56.9%,去除無效問卷後,可用問卷為371份。調查所得資料運用SPSS17.0 電腦套裝軟體進行相關的統計分析。依據資料分析結果,本研究所獲之結論,如下:

一、對教師而言,其主觀認為台南市目前教師人力資本之庫存量充足,其中又以教學專業與班級經營為主要教師之重要資本。
二、教師的個人內在因素,如學歷、年資與職務是影響教師對於人力資本管理感受差異之重要因素。
三、教師知覺在知識分享、組織承諾與行政服務方面不甚理想。

以本文管理品質之分析中,瞭解教師對於本研究之人力資本管理的內容相當重視,其中對於教學專業與班級經營自評相當高。但在知識分享、組織承諾與行政服務部分尚需進一步改變知識分享模式,提高教師對教育組織之認同與增加教師行政服務之熱忱。依此,若要解決本研究所呈現之問題,應積極推動教學輔導教師、建立資源分享平台、提高教師決策比重、改善教育工作環境、表揚教師分享事蹟、鼓勵教師教學研究,以解決所面臨之窘境,提升教育服務品質。
英文摘要 This study is to investigate the feeling about management quality of human capital of primary teacher and to know the management quality of human capital of primary teacher in Tainan City.

In this study, consulting the literature review, the researcher gets the results of evaluation methods of management quality of human capital of primary teacher, and establishes the standards of evaluation. “The questionnaire about management quality of human capital of primary teacher” was made according to Importance-Performance Analysis and Kano’s model. 700 public primary teachers received the questionnaires, and 371 usable samples were reply, the responding rate is 56.9%. This study uses SPSS 17.0 software for data analysis. The results are listed as following:
1. For teachers, they subjectively think human capital inventory of Tainan City teachers is adequate in which the teaching profession and classroom management are the main important capital.
2. The teachers’ personal internal factors, such as education, seniority and duties that cause the differences of their feelings towards human capital management are critical.
3. Teachers are aware that knowledge sharing, organizational commitment and administrative services are not good enough.

The analysis of management quality shows that teachers give considerable importance to human capital management. Especially there is a very high self-evaluation in the teaching profession and classroom management. However, the model of knowledge sharing requires further changes in knowledge sharing, organizational commitment and administrative services to improve teachers’ agreement of educational organization and increase enthusiasm for the work in the administrative service. Therefore, for resolving the issue presented in this study and improving the quality of education services, we should actively promote the mentor teacher system, establish a resource sharing platform, enhance the teacher decision-making proportion , better the educational work environment, praise the teacher share, and encourage teachers to be self-developed.
