中文摘要 台北松山機場之存廢爭議自1998年以來被討論至今仍無結論,2015年2月4日復興航空235號班機事故發生後,雖然沒有危及附近居民,卻讓關於松山機場廢除或遷移的相關議題再次受到社會與媒體的關注。因此,本研究希望以松山機場為研究對象,針對其存廢進行評估以及其續存經營管理發展方向進行研究。
本研究首先藉由國際上有衡量機場經營績效的代表性指標與評估機場經營績效之相關文獻結合公司化發展趨勢及地方需求,同時考量松山機場存廢爭議所面臨之疑慮與發展困境,建立機場續存經營管理發展方向的四大構面以及十五項次準則。接著運用決策實驗室分析法檢視構面與準則屬於因群或是果群的關係後,利用ANP模型建置機場經營管理構面及準則,並進行其相對重要性之分析與排序,最後擬定方案,評估松山機場存廢與繼續營運的機場經營管理可能發展方向。
本研究旨在為松山機場找出續存經營管理策略發展方向的關鍵切入點,希望提供機場管理者在研擬經營管理策略之評估參考。
英文摘要 The controversy about the existence of Taipei’s Songshan Airport has not been concluded since 1998. After the accident of the TransAsia Airways’s Flight 235 occurred on February 4, 2015, the related issues regarding the abolition or relocation of Songshan Airport has attracted the attention of the society and the media once again. Therefore, this study hopes to take Songshan Airport as the research subject, conducting a research on the evaluation of its existence and abolition and the direction of its management strategy.
This study first combines the indicators of airport operational performance and the relevant literature for assessing airport operating performance in combination with corporatization trends and local needs. It also considers the doubts and development dilemmas faced by the Songshan Airport. This research eastablishes four major aspects and fifteen sub-criterion for the development direction of business management. Then using the decision making trial and evaluation laboratory method to examine the relationship between major aspects and sub-criterion. The ANP model was used to build model of airport management strategy development of surviving and to analyze and rank their relative importance, and finally to formulate and evaluate alternatives to assess the possible development direction of operation and management of Songshan Airport.
This study aims to identify the key point for the development direction of the management strategy for Songshan Airport, and hope to provide assessment reference for aviation authority when developing the management strategy.
