中文摘要 本研究以新加坡、馬來西亞、泰國為主要範疇,並以WTO框架下跨境提供(cross border supply)、境外消費(consumption abroad)、商業據點呈現(commercial presence)、及自然人呈現(presence of nature persons)為主軸,以內容分析法及比較研究法,探討其面臨的問題與發展經驗,比較其間的異同、找出可以彼此相互啟發之處,並分析三國之優劣勢,及其高等教育未來所面對之挑戰。
主要研究結果包括:(1)新馬泰三國透過遠距學習提升國人高等教育的機會,此將隨著人力市場的國際化競爭、科技網路的便捷、人口結構的變化,而越來越普遍,由此可預測三國之跨境提供的服務模式也越來越頻繁。(2)新加坡以透明化且可接近性的政策來吸引國際學生,馬來西亞則受惠於國內私立高等教育院校林立,成為國際學生的強大磁場,泰國在招收國際學生仍處剛起步的階段,上有極大的努力空間。(3)國外設立分校對於招收學生呈正面的影響,尤其是新馬兩國,更是朝向教育樞紐的宏願邁向一大步。(4)自然人流動是新馬泰三國在提升國內人力競爭力的方式之一,新加坡以居留權來吸引國際人力,馬來西亞卻因種族保護政策,而苦陷於人才嚴重流失,無法留住國外人才的泥沼。泰國在全球化的壓力下,也逐步開放高技術人才的流入。
最後,依據研究結果,對國內未來對於跨國高等教育的策略與運作,提出數項原則性的建議。
英文摘要 This study mainly focuses on discussing the higher education of Singapore, Malaysia, and Thailand under the WTO framework which investigates the issues of cross border supply, consumption abroad, commercial presence, and presence of nature persons of the three countries. The methodology involves content analysis and comparisons among three countries to identify potential problems, experience of development, and mutual inspirations from the experiences they face in the process. Further analyses on advantages and disadvantages of WTO were then used to predict the potential directions of higher education of these three countries.
The major findings are as follow: (1)More people in Singapore, Malaysia and Thailand obtain higher education through distance learning under the trend of the international competition in labor market, the development of the technology and networking, demographic changes. Generally, cross-border delivery as service models has predictably become increasingly frequent. (2)The transparency of policy and accessibility has been the attraction for international students to Singapore; Malaysia benefited from the domestic private higher education institutions, as a strong magnetic field of international students; however, the enrollment of foreign students in Thailand is still in the fledgling stage. (3)The establishment of branch campuses has a positive influence in recruiting students including foreign student, especially for Singapore and Malaysia. It is a major step to fulfil the two countries' mutual ambition to become a regional education hub. (4)The movement of natural persons in Singapore, Malaysia and Thailand is one of the methods to enhance the competitiveness of national economy. Singapore residency is an incentive to attract international talented labor. Because of race protection policy, Malaysia suffered a serious loss of local talent and weak retention on foreign talent. Under the pressure of globalization, Thailand gradually opens up their gate for the high-tech talents.
Finally, based on the findings, this study proposed several recommendations for the domestic strategy and operations of transnational higher education in the future.
