中文摘要 雲林縣垃圾去化問題在104至107年李進勇縣長任內日益嚴重,林內焚化廠重啟議題不僅是垃圾處理的癥結所在,更造成地方政治勢力間的角力與對抗。然而雲林縣垃圾去化問題其來有自,從林內焚化廠弊案、環評遭駁回到蘇治芬縣長任內的封存與賠償,都讓雲林縣成為台灣少數擁有焚化廠卻無法解決垃圾去化問題的縣市。除了特殊的歷史背景,垃圾去化問題更因為牽扯到政治人物的特定立場與選舉因素,導至垃圾問題與政治利益難以理性討論,也讓垃圾去化問題難以解決。
本研究以雲林縣104年到107年李進勇縣長任內垃圾去化處置為研究個案,採用John W. Kingdon提出的多元流程模型為分析架構,並以深入訪談法和檔案分析法等質化研究方式,嘗試拼湊出地方政治人物的立場與行動對於政策制定過程中帶來何種程度的影響。
研究結果發現,雲林縣垃圾去化問題的主要癥結點在為地方政治人物對於林內焚化廠重啟與否的態度分歧和對立,造成雲林縣垃圾問題無法理性討論與解決。但是在106年7月行政院環保署提出多元垃圾處理計畫並宣布補助雲林縣設置MBT設備後,讓雲林縣垃圾去化爭議議點從林內焚化廠重啟議題中解脫,新型態的垃圾處理技術讓原先的政治對立緩解,政策窗短暫開啟在政治流。但是由於新設備補助未能到位且成效不如預期,導致雲林縣垃圾去化問題仍然無法解決,政策窗也在短暫開啟後關閉。
本研究從多元流程的模型分析雲林縣垃圾去化政策制定過程的影響因素,發現多元流程的發展過程中彼此會相互影響,和Kingdon認為的平行發展有所不同。面對地方政治立場鮮明且難以取得共識的情況下,機械生物處理技術(MBT)等新技術的出現,或許會是解決垃圾處置爭議等政治問題的解方。
英文摘要 SUMMARY

The issue of garbage disposal in Yunlin County became increasingly severe during the tenure of magistrate Lee Chin-yung between 2015 and 2018, and the issue of reinitiating the Linnei Incineration Plant is not only the crux of the garbage disposal, but has also led to the wrestling and rivalry between local political forces. In order to understand Yunlin County Government’s stipulation process of garbage disposal, this research attempts to clarify on the difficulties and predicaments encountered by the Yunlin County Government during the stipulation of garbage disposal policy using the multiple streams model proposed by John W. Kingdon as the analytical structure. The final result indicated that the garbage disposal issue of Yunlin County once underwent stream alignment, with new policy window opened at the same time, though the inadequate central subsidization and the subsequent effectiveness were unable to fully solve the issue of garbage disposal, and the policy window was closed after it was opened briefly.

INTRODUCTION
The origin of the garbage disposal issue in Yunlin County came from the Linnei Incineration Plant scandal, the rejection of the environmental evaluation, as well as the archive and compensation during the tenure of magistrate Su Chih-fen, which lead to Yunlin County becoming one of the few counties and cities in Taiwan that is unable to resolve the issue of garbage disposal despite having incineration plants.

Apart from the distinctive historical background, the issue of garbage disposal is involved with the specific standpoint of politicians and election factors, hence the issue of garbage and political interests cannot be discussed rationally, which leads to the pending status of garbage disposal.

This research utilizes individual research cases during the tenure of Yunlin magistrate Li Chin-yung between 2015 and 2018 to attempt to clarify on the Yunlin County Government stipulates relevant policy regarding the arduous garbage issues it encountered as well as distinctive political standpoints, in order to resolve the increasingly worsened predicament from the accumulation of garbage.

MATERIALS AND METHODS
This research adopts the multiple streams model as the analytical structure, and uses qualitative research methods, including the interview method and the documentary research method, to attempt to piece together the level of impact the standpoint and actions of local political figures would bring during the process of policy stipulation.

Within a multiple streams model structure, Kingdon believes that the problem stream, policy stream, and politics stream are usually independently developed, and will undergo stream alignment during critical times, with temporary opening of policy window, which allows the alternative proposals of policy to enter the official agenda, and facilitates policy change.

RESULTS AND DISCUSSION
The research found that the main crux in the garbage disposal issue in Yunlin County lies on the discrepancy and opposition of local political figures’ attitude on the reinitiating of the Linnei Incineration Plant, which caused the inability of rational discussion and resolve on the garbage issue in Yunlin County. Despite the Multivariate Garbage Disposal Program, and the subsidy on the establishment of MBT equipment in Yunlin County, proposed and announced by the Environmental Protection Administration, Executive Yuan, in July 2017, had relieved Yunlin County from the reinitiating of the Linnei Incineration Plant amidst the controversy of garbage disposal, where new forms of garbage disposal technology had alleviated the initial political opposition, and the policy window was opened briefly at the politics stream, the inadequate subsidy on new equipment along with the poor effectiveness were unable to resolve the garbage disposal issue of Yunlin County, and the policy window was closed after brief opening.


CONCLUSION
This research analyzes the influential factors on the Yunlin County Government’s stipulation process of garbage disposal using a multiple streams model, and discovered that streams affect each other in the development process of multiple streams, instead of a parallel development proposed by Kingdon. The emerging of new technology such as mechanical biological treatment (MBT) may become the solution in resolving political issues, including the controversy of garbage disposal.
