中文摘要 伴隨雲端、行動等趨勢的演進與資訊通信科技的快速發展,國際間對 ICT 相關資訊需求日益殷切,使得網路應用系統的重要性與日俱增,惟開發困難度與複雜度卻節節升高,企業要想快速備妥足夠開發人員,且確保技術能量與時俱進,無疑是艱難任務,導致企業亦樂於採用外包服務。將觸角延伸到人口眾多的中國,除去語言差異與人口優勢,更能快速因應台灣企業對軟體技術人力的需求。
因此,研究離岸式外包軟體開發專案管理的改善與評測具有價值,本研究便以此專案過程應用在H企業的實務管理議題進行個案探討,描述實務上,如何經由累積軟體專案知識來監控離岸式外包軟體開發過程中的人力、時程與提昇開發品質,並以之發展出系統動力模型。用來闡述企業軟體開發過程中,在導入離岸式外包軟體專案後,因應不同階段的開發流程與實施改善開發品質之管理政策時,透過模型中的因子(任務數量、人力、產能、時程、工作效率、正確性、知識管理能力)調整,來觀察其人力、工作負荷量、開發品質、時程的變化,用以驗證實務上採用的知識管理方法能否有效提升離岸式外包軟體專案的成效。
本研究結果驗證了本個案發展模式應用在小團隊專案實行的可行性,透過系統化思考離岸式外包軟體開發的個案過程,產生合適的系統動力模型。最後,將完成的模型之模擬結果進行敏感度分析與討論。在此個案中,隨著不同階段推行合適的知識管理方法可在70週後達到人力、產能配置平衡,確實逐漸改善並提升開發品質與專案管理成效。依系統動力模型的模擬結果呈現出,在有效的專案知識傳遞政策能解決在"離岸式專案團隊"成立後陸續發生的專案管理議題。
英文摘要 With the rapid development of cloud services, mobile operations, and Information and Communication Technology, international demands for ICT related information are increasing gradually. In this way, the importance of internet application systems raises and thus results in higher difficulty and complexity of application system development. Since it is undoubtedly a tough task for the enterprises to get enough developers with required technical capacity ready, companies would rather adopt outsourcing services. China, with its large population and the advantage of sharing the same language, is able to respond to the software technical manpower needs of Taiwan enterprises more quickly. Therefore, it is valuable to study the improvement and evaluation concerning offshore outsourcing software development program management applied to the practice management of Company H to describe how to accumulate software development knowledge in order to monitor the manpower and schedule, enhance development quality, and then develop a system dynamics model. By adjusting factors of the model (task amount, manpower, production capacity, schedule, efficiency, accuracy, and knowledge management capability) to verify if practical knowledge management methods can truly enhance the effects of offshore outsourcing software program.

This study verifies the feasibility of applying the proposed development model to a small-team program. Finally, the sensitivity analysis and discussion on the simulation results of the generated model are conducted. It can be found that applying different knowledge management methods to different development stages can indeed not only improve and enhance the development quality and program management efficiency, but also reach the allocation balance of manpower and production capacity in 70 weeks. In short, the simulation results done by the system dynamics model indicate that efficient program knowledge transferring can help to solve the program management issues occurring in succession after the offshore program team is established.
