中文摘要 經濟恢復力(Economic Resilience)是近幾年持續存在的議題,在過去關於產業空間的研究往往只著重於產業成長而忽略環境中各層面的衝擊對產業成長的影響,然而,在2007-2008年的全球金融海嘯對各地造成嚴重之衝擊,且隨著產業全球化與知識科技的提升,關於這樣的經濟危機與產業演變,經濟恢復力的概念已引來相當多的關注。對於演化經濟地理學家而言,經濟恢復力除探討面對衝擊時如何回應的短期能力外,更著重在發展新成長路徑之長期能力,關於經濟恢復力之明確定義,各方學者當前仍未有ㄧ個具體的共識,但多數學者認同之定義為「ㄧ種區域經濟能重塑(Reconfigure)或調適(Adapt)其結構(如公司、產業、技術或制度)的能力,使其在遭遇衝擊時或衝擊後,能維持可接受的生產力或就業狀況等方面之成長路徑。」
國內之編定工業區,發展至今已約五十餘年,係為我國產業園區中供給土地面積最多,屬於政府重要的工業發展用地,提供國內大量就業機會,並創造可觀的經濟規模。然而,在長期時間發展下,也面臨數次外在衝擊,產業環境也經歷數次的結構轉化,當內在需求與外在環境改變時,工業區之發展亦面臨再調整、產業轉型等困境,且不同開發時間之編定工業區因環境背景之不同,彼此間亦存在差異,也因此須檢視,在面對不同性質衝擊時,我國編定工業區之適應(Adaptation)與調適力(Adaptability)如何。
本研究以台南市及高雄市之12處編定工業區為研究對象,將經由文獻回顧了解經濟恢復力之概念與意涵,並以影響經濟恢復力的三大面向-產業結構、知識與創新、規劃與治理,作為分析架構,再以量化方法分析不同背景之編定工業區在面對不同衝擊時之恢復力表現,研究發現近幾年主要受到的重大衝擊包括2008年全球金融海嘯、2011年歐債危機、2016年勞基法修改(一例一休),而衝擊事件不同會造成不同程度影響,且工業區之間在回應衝擊之經濟恢復力也存在著差異,在三大面向中,產業結構偏向專業多樣化之工業區、知識與創新有穩定的研發投入皆有助於編定工業區回應衝擊,而規劃與治理中完善的基礎設施為恢復力的基本條件。
英文摘要 Financial crisis of 2008 caused seriously recessionary shock in various regions. With the industrial globalization and the promotion of knowledge technology, the economic resilience has been paid much discussed. The industrial parks in Taiwan, which has been developed for about 50 years, belongs to the important industrial development land of the government, and creates considerable economic scale. However, when the internal demand and external environment change, the industrial parks also faces the difficulties of readjustment and industrial transformation. Therefore, it is necessary to examine the resilience of the industrial parks under different shocks.
This study takes 12 industrial parks in Tainan and Kaohsiung as the research case. Based on the literature review and understanding of the concept of economic resilience, we will take the three major elements of economic resilience - industrial structure, knowledge & innovation, planning & governance as the analysis framework. Then, the quantitative method is used to analyze the resilience performance of different industrial parks in response to different shocks.
The results show that the shocks in recent years include the financial crisis of 2008, the European debt crisis in 2011, and the amendment of the labor law in 2016. There are differences in the economic resilience of industrial parks in response to the impact. Among the three elements, structural diversity and stable R & D investment are all helpful for the industrial park to respond to the recession, while sound infrastructure is the basic factor of resilience.
