中文摘要   台灣地狹人稠,卻擁有18座民用航空站,然國內民航發展自民國86年起漸步入衰退期,民國96年高速鐵路始通車,更對國內民航業造成更大之衝擊,導致國內西部航線幾近關閉;國內線機場的運量大幅衰退、使用率嚴重不足,財務結構亦呈現虧損,因此,改善國內線機場之營運發展,係航空站經營與管理中之重要議題之一。
  
  本研究係以改善國內線機場營運發展為基礎,利用國內線機場之SWOT分析與TOWS矩陣研擬發展策略,並透過專家問卷之方式,利用模糊德爾菲法以進行策略之篩選、透過分析階層程序法評估較為重要之發展策略,以改善國內線機場之營運發展,並藉由灰色0-1整數規劃之應用構建資源分配模型,在各種資源限制情境下,求取最佳執行策略,使本研究更貼近實務考量。
  
  研究結果顯示,本研究共篩選出16項改善國內線機場營運之發展策略,而整體專家對於各發展策略之重要順序前六項為「建立安全、服務、便捷為上之企業文化」、「機場專業管理人才培育」、「進行機場整合管理」、「改善聯外運輸系統,提供無縫運輸服務」、「加速國內機場法人或公司化組織之推動」及「集中兩岸直航運輸服務,促進經濟規模」策略。而本研究透過情境模擬之分析結果發現,機場營運發展策略之執行與否受機場管理單位之時間、人力與財力資源限制而定,未來機場管理單位可利用本研究之模型,依其資源限制之變動,而選擇最佳之發展策略以改善國內線機場之營運問題。
英文摘要 There are 18 civil airports located in Taiwan even though Taiwan is a small island with high population. However, the traffic of domestic civil aviation started to decline since 1997. Since High Speed Rail (HSR) started to operate in 2007, it has given the domestic civil aviation industry a significant impact. For this reason, majority of domestic western airlines had shut down. Moreover, lack of efficiency and financial lost are the issues that faced by the domestic airports. Therefore, improvement of domestic airports operations is the critical issue in airport operations and management.

This research is based on the improvement of domestic airports operation development, using SWOT analysis and TOWS Matrix through expert questionnaire by applying Fuzzy Delphi Method and Analytical Hierarchy Process (AHP) to evaluate the relatively important development strategies. This research also applies Grey Binary Integer Programming (GBIP) into a model which is limited by various resources in order to obtain the optimal development strategies under different scenarios.

This result indicates that 16 strategies of developing domestic airports have chosen. Experts has defined 6 strategies which are the most significant by the order of “safety, service and convenience as the enterprise culture”, “training of airport management professionals”, “integration of airports”, “improve the airport ground access system and provide seamless transportation service”, “airports privatization”, “centralize the cross-strait direct transportation service to increase the "Economies of scale"”. Through the scenario analysis, the selection of development strategies is limited by human resource and finance resource. This model can be applied by the airport administrative in the future to determine the suitable development strategies under the changing conditions of recourse limitation.
