Small and medium enterprises (SMEs) were one of the major contributors to the economic miracle of Taiwan. It presents 97.8% in the domestic market. However, SMEs still faced the following situations from the beginning. For example: it’s unstable production and R&D capability may not support daily operation firmly. It could be difficult to accumulate the resources in their own companies, such as market shares, production capacity, working capitals, and etc. It would be stressful and vulnerable for SMEs from starting the initial business to stepping into stable operation. Especially, there would be extremely high uncertainty and intensive market competition in front of them. Due to the factors, Government had been assisted to set up more than 90 incubators to offer the supports and solutions to SMEs. But, each incubator had its respective methods, capability and resources. It must be more careful for SMEs to choose one suitable incubator. The study purports to show how to improve the functions of incubators which could offer the appropriate and corresponding integrated solutions to those growing SMEs when the owners of those companies would be able to make the better choice and run their business more efficiently and effectively. And it used three steps to construct. First, based on literature review, It built up the framework.and used analytic hierarchy process (AHP) questionnaire to collect the priority of the criteria. The outcomes showed: The most care about the cash flow and cost down of operations. All of the results can offer the reference for relative incubation institutions, and promote the economic growth in the future.
