中文摘要   專案管理在現今競爭激烈的環境下,具有顯著的重要地位,乃由於有效的專案管理能降低成本與提高專案品質。而一個專案的成功與否和許多因素有關,例如:清楚的定義目標、高階管理者的支持、有能力的專案經理人、有能力的專案團隊、充足的資源、適當的溝通管道、良好控制和回應顧客需求等。然而,研究文獻中關於專案管理技術與方法的探討非常多,但對於專案的指派方法卻是甚少。由於專案指派會影響到專案最後的績效,甚至是公司的績效;因此,如何將新專案指派給適當的專案經理人在專案管理中是一個非常重要的議題。而現今產品生命週期縮短,如果花太多時間才完成一項新的產品,很可能在推出時已經過時,因此速度是公司能掌握的競爭優勢,而縮短產品開發週期的方法之一,就是透過有效的專案管理。
英文摘要  The effectiveness of project management is an important issue under the competitive environment, since effective project management can reduce cost and promote quality of the project. Project assignment may influence performance of the project and of the organization. Hence it is a very important issue that how to assign new projects to appropriate project managers. While, in the literature, the studies related to the assignment problem of project managers are less. In addition, lifecycle time of the products has shortened now, if companies spend much time to develop new products, it may be out-of-date. One of the methods to shorten development time of the products is effective project management. In this research, we use fuzzy goal programming to minimize the difference in competencies between project managers and project requirements and minimize the time of completing new projects. Besides, we also consider limitations that include the project manager’s workload and the organization’s cost. Finally, we establish a fuzzy assignment model to help decision makers making decision.
