Enterprises must respect innovation activities, including new products, new service type, new process and so on for promoting business performance and the value of company to face global-competitive environment and meet the various customer needs.According to recent researches on innovation, most of them focused on technological innovation, product innovation, service innovation, and process innovation. And they focused on types of innovations while only few researches emphasized issues such as innovation quality. Therefore the objective of this research is to discuss innovations from quality management point of view.

The proportion of the amount of small and median enterprises (SMEs) to all business in Taiwan is 97.83%; and for thenumber of employee, the proportion of the number of employee in SMEs to all employees in Taiwan is 77.56%. It reveals that SMEs are very important to economy in Taiwan. Therefore, our research created a model of evaluation which can fit in the innovation quality of Taiwan’s SMEs, evaluate it, and try to find out the relationship between construction. Finally, we investigate the degree of innovation quality influences business performance as reference to improve innovation quality of SMEs.

For achieving our research purpose, our research used the result of discussion of reference to create the model which can fit in the innovation quality of Taiwan’s SMEs. The construction of model can be divided into three parts which are business innovation, process innovation, and produce/service innovation. Through factor analysis, we extract six key factors which would influence the innovation quality of SMEs. We found out that the relationship of business innovation and process innovation is strongest(r=0.74), and the relationship of business innovation and product/service innovation is weakest. And we also discuss the relationship between innovation quality and business performance. Through mail questionnaires and data analysis, we can prove that business innovation, process innovation, product/service innovation are positive correlation each other. The company’s evaluate ability in business innovation, innovation energy and control of market conditions are significant influence on business performance. Because of SMEs are not the sane with the large enterprises which have plentiful resources, to strengthen the ability of business innovation and product/service innovation is still a faster, more efficient method.
