中文摘要   政府在1980年設立新竹科學園區,投入大量的人力物力資源,使台灣經濟發展再創另一波經濟奇蹟。在經濟蓬勃發展之餘,高科技產業經營者卻忽略了安全管理面,直到意外事故發生造成產業的損失和衝擊時,才警覺到安全管理對企業經營的重要。
  本研究探討國外學者關於安全文化的文獻,並加以評比,進而以問卷方式收集國內安全專業人士的意見後,推演出「DMAIC安全文化管理」模式,希冀能適用於國內高科技產業界。
  劍及履及,本研究選取台南科學園區內一家高科技公司為實驗工廠。並界定TRIR(Total Recordable Injury Rate)為績效指標來做迴歸分析,確實驗證「DMAIC安全文化管理」模式能有效的改善該高科技廠的安全管理績效。依本研究結果分析,得到以下結論:
 1.經由D、M、A、I、C循環執行,能有效的改善安全績效,降低TRIR。
 2.DMAIC的安全管理模式能協助高科技產業在成立之初建構一套有系統、可行性的安全管理模式,並以量化方式提昇安全效率。
 3.管理階層可透過DMAIC的安全管理模式進行安全自評分析,適時找出關鍵因子,調整安全策略。


英文摘要   In the early 1980’s, Taiwan’s government has put all of necessary resources to establish the Hsingchu Science-Based Industrial Park which has created the second wave of economic development miracle in Taiwan history. During those periods of time, most of senior management personnel of high technology companies focused very much on their companies’ business growth and profitability, but lacked of attention on companies’ safety management. Until the disasters or serious incidents occurred, they became to realize the importance of safety management which may eventually suffer the company growth and profitability.
  This thesis therefore studies the Safety Culture with relevant models, and makes the comparison with some existing published literature to develop a “DMAIC Safety Culture Model”, which is implemented to a Hi-tech company for experiments. Total Recordable Injury Rate (TRIR) is selected as an indicator for the experiments. The regression method is employed to prove the “DMAIC” model applicable in accordance with the TRIR data. Three conclusions can be drawn in this thesis as following:
 1. The DMAIC safety culture model is proved to be applicable and effective in improving the high technology company’s TRIR through the data analysis.
 2. DMAIC model can help the high technology company to build up the appropriate safety management especially during the early stage of company establishment, then uses the quantification data to improve the company performance effectively.
 3. Through the DMAIC model as proposed here, the management personnel can evaluate the safety culture improvement through the self-assessment program then to adjust the company’s strategies for a better safety culture development.
