在國內或國外的大企業中,其資訊部門大都已經達到一定的規模,但是台灣由於大部分是屬於中小型企業,資訊部門的人員可能只有個位數,甚至沒有設立,這些中小型企業為了能在市場上維持其競爭優勢,就必須要不斷的創新與更新,但是由於資源的限制、缺乏經過訓練的人員,大部分的小型公司都比較缺乏電腦方面相關的經驗,也沒有足夠的內部資訊科技專家(通常是其資訊部門的人員),在施行資訊系統時會比大型公司有更大的風險,這是它們施行資訊系統會失敗的重要原因之一。中小企業在資訊化的過程中,由於資源的限制以及本身內部資訊人員的缺乏,不太可能由自己來開發,因此,小型公司大多偏向尋求如顧問或軟硬體服務供應商的幫助,這兩者屬於外部資訊科技專家。有一些近來的研究發現:外部資訊科技專家是中小企業資訊化過程中重要的成功因素;但也有學者研究發現:內部因素(包括資訊科技所帶來的利益、組織文化、資訊科技的可用度及內部資訊科技專家)顯然比外部因素(包括外部環境、外來支援以及外部資源)相對的重要許多,這與以往文獻中所認為的小型企業通常依賴外部專家與外部資源的觀點截然相反!因此本研究將探討到底內部資訊科技專家與外部資訊科技專家在台灣中小企業資訊化的過程中,何者扮演相對較重要的角色。並且以台灣的中小企業為研究的對象,試圖以本研究所得到的結果,做為這些中小企業在其資訊化過程中,內外部有限人力與資源配置的參考。
本論文之研究架構是根據Thong與Fink兩派學者的研究模型以及理論為基礎,修正為適合台灣中小企業的模型架構,整理出適合台灣中小企業建置資訊系統時所應採用的人力資源配置模式。本研究經LISREL分析所獲得的結論是:外部資訊科技專家對於成功建置資訊系統的影響,相對於內部資訊科技專家來的重要!
