中文摘要 在我國經濟發展與產業轉型的歷程中，創業投資事業扮演著不可或缺的角色。過去由於政府獎勵與管理並行的政策下，使創投事業得以蓬勃發展，進而建立起我國科技事業的堅實基礎，並以科技島之美譽聞名全球。然而在租稅抵減優惠取消、資金來源匱乏等因素下，使台灣創投面臨發展的瓶頸。
大陸近年來為推動高新技術產業的發展，對風險投資（即創業投資）的法律環境建設不遺餘力，除陸續頒佈相關的建議與政策外，亦以租稅的優惠吸引創投的設立，而在2001年9月頒佈《關於設立外商投資創業投資企業的暫行規定》，更將大陸的創投業務全面對外開放。儘管我國政府仍未開放創投對大陸的投資，但在大陸高度經濟成長與改革開放的吸引下，我國創投機構已發展出資金迂迴的方式搶佔商機。
在國內創投領域之研究文獻中，並未就政府政策來探討對創投事業的影響，且在創投資金階段的行為策略之課題亦未見深入的探討，而關於創投對被投資公司的附加價值課題上，近年雖有許多學者進行相關研究，但仍未考量創投資金退出行為的影響，且多以單一或個別的財務變數作為被投資公司經營績效的衡量指標，缺乏較全面性的探討。
有鑑於此，本研究將由兩岸創投事業的分析與比較著手，進一步探討政府政策對創投事業的影響。此外，本研究將嘗試分析創投事業於資金退出階段的行為策略，並由創投的監督角色來探討創投對被投資公司的實質效益，以期提供政府相關單位發展政策、創投業者投資決策之參考依據，並期望增添後續研究人員的新思維。
