中文摘要 本文立基於傳統安全衛生領域,推動勞工健康保護,進一步提倡職場健康促進。而特別危害健康作業勞工長期暴露於高職業病風險因子下,跳脫傳統安全層面後,應先就高度暴露族群展開研究,調查其職業安全健康氣候。本研究希望了解具特別危害健康作業之事業單位主管領導方式對工作者安全態度、安全行為在安全健康氣候干擾下之影響。
本研究採問卷調查法,根據研究架構並參考相關文獻發展出測量工具,以臺南市報備辦理特殊健檢事業單位,從事特別危害健康作業勞工及其主管為研究對象,以立意取樣方式調查勞工之安全健康氣候覺知、安全態度、安全行為、公司安全領導,以及其主管的安全健康氣候覺知,共回收有效樣本36家事業單位,有效回收率為90%,其中員工281份、主管74份。問卷回收後以SPSS、Amos、HLM軟體進行分析,並考驗本研究之假設。
本研究結論摘述如下:
(一)本市具特別危害健康作業事業單位之主管及勞工皆知覺工作場所環境安全良好。
(二)本市特別危害健康作業勞工對公司同事、主管及上級管理階層主動支持其身心健康之覺知為良好。
(三)強化公司管理階層對安全承諾並提供安全工作環境,有助於特別危害健康作業勞工表現出安全遵守與安全參與之行為。
(四)公司同事、主管對特別危害健康作業勞工身心健康提供主動支持,有助於勞工遵守安全規定並提高安全參與。
(五)公司主管透過對特別危害健康作業勞工施加影響以達成安全目標,能正向影響勞工對工作中安全議題的評價與信念。
(六)特別危害健康作業勞工對工作中安全議題具正向評價與信念時,有助於個人表現出安全遵守與安全參與之行為。
根據研究發現並提出實務建議如下,具特別危害健康作業之事業單位在選任管理階層時,首應考量其安全領導特質,以求企業在生產效率與工作安全權衡上,能以員工安全為重。此外,公司應從工作團體、管理階層、組織制度三方面,特別是管理階層選任,強化對員工安全、健康之支持以提升工作安全。
英文摘要 Based on the traditional field of occupational safety and hygiene, the aim of this research is to initiative health protection in the workplace; furthermore, the goal is to launch workplace health promotion. Workers involved in tasks with special health hazards are highly exposed to risk factors causing occupational diseases. The purpose of the study is: (1) to explore the occupational safety and health climate in target business entities and (2) to explore whether the safety leadership of the supervisors, safety attitudes and safety behaviors of the workers are moderated by a safety and health climate.

The questionnaire was developed and modified according to previous studies under the research framework. The research population is the business entities implementing special health examinations and reporting to the Bureau of Labor Affairs, Tainan City Government. The questionnaire survey was completed by 74 supervisors and 281 workers involved in tasks with special health hazards in 36 companies for purposive sampling. The overall response rate of the business entities is 90 percent.

The results show that the workers and supervisors agree with perceiving workplace safety and the support of their well-being from the management. Strengthening both the safety commitment of the management and the support of their well-being from the company is beneficial to the safety behaviors of employees.
