中文摘要 UH-1H直昇機服役超過40年,目前為「空中勤務總隊」之主要擔綱機種。過去幾年來UH-1H性能條件與任務需求之協調不周,事故頻傳。為此,新機種的採購成為提升空中勤務任務效能與安全的主要議題。然而,歷經多年,購置新機遇到種種因素,無法一蹴可及。在此尷尬的局面下,如何提升UH-1H機隊性能,以提高執行任務的能力,是最迫切需要解決的問題。

本研究主要以空中勤務直昇機的任務需求,參考國內外有關直昇機機隊改善的文獻資料,列舉曾經發生或被考慮的方案,並以個人多年來從事直昇機維修工作的實務經驗,研究UH-1H機隊可能改善的短期方案。採用分析階層程序法(Analytic Hierarchy Process, AHP)之架構,以「UH-1H機隊改善方案的探討」為目標,並以「利益(Benefit)、機會(Opportunity)、成本(Cost)及風險(Risk)」做為評估準則及研擬UH-1H機隊改善可能方案為構面,設計問卷及進行專家問卷調查與分析,獲得四項評估準則及各項改善方案之權重與優先順序。

綜整評選分析,在評估準則及各項改善方案中,淬取專家們的意見,分析結果發現,以UH-1H性能提升為Huey II的改善方案可以有效快速的達成直昇機隊的任務效益,作為新建機隊成軍前之過渡方案。本研究進行分析,綜整技術、管理、經濟、人力以及飛安等不同層面的考量,提出具體的研究結論,以供政策與決策的重要參考。
英文摘要 UH-1H helicopter have been in service for over 40 years, right now they are the work horse of National Airborne Service Corps.(NASC). In the past few years there were many incidents and accidents on the UH-1H helicopter because of the helicopter’s capability can’t meet the performance and mission requirement NASC need. So there are talks about purchasing new helicopter to increase mission performance and safety. However, after many years, the acquisitions of new helicopter were caused by the various factors that can not be implemented immediately. In this embarrassing situation, how to enhance the performance of UH-1H fleet to increase its’ mission capability become the most urgent problems.

This study mainly focuses on the mission requirement of aerial service helicopter operation. I have studied the domestic and international related literatures and reference materials about helicopter fleet improvement and outlined the alternatives that have been done or been considered. From my personal experience in years of maintenance this helicopter to explore the possible alternative that would improve UH-1H fleet in the near term. This research used the structure of Analytic Hierarchy Process (AHP) to do the analysis. We aimed at the study of alternatives for the UH-1H fleet improvement. We used benefit (Benefit), opportunity (Opportunity), cost (Cost) and risk (Risk) as the assessment criteria and proposed the possible alternatives for the UH-1H fleet improvement as the framework. Then we designed the questionnaire and conducted the specialists’ survey and analysis. We have got the weight and priority for four assessment criteria and the proposed alternatives.

Comprehensive analysis of the entire selection, extracting the experts’ advice from the assessment criteria and the proposed alternatives evaluation, the results showed that UH-1H upgrade to Huey II can quickly improve its mission capability as the transition program before put the new fleet into the service. This research analyzed that summarized technical, management, economic, manpower and flight safety in many different level of consideration. To propose the specific research findings provide an important reference for policy and decision-making.
