英文摘要 This research aimed to create planning configuration for controlling physical development in landscape level of local administrative organizations in Thailand by integrating the green infrastructure planning which concerns the balance between nature conservation in the local community and the local development focusing on the benefits and quality of life of the locals and maintaining utilization of natural conditions in the area.
The research methodology consisted of, firstly, literature review about green infrastructure planning theory in the United States, European countries, and other successful Asian countries. Secondly, a preliminary research was conducted, especially the research and survey about the case study town, Phimai, one of the oldest historical settlement in Thailand. The data about the development of the area was analyzed based on urban morphology theory in order to verify the cause of the present area. Suggestions were then proposed according to the concept of green infrastructure planning. A survey was subsequently undertaken about the understanding in and awareness of green infrastructure among people in the study area using a questionnaire. Participatory planning was applied in the actual study area to create the tool that can really control development in the area. Finally, the suggestions for developing other areas with similar environmental conditions were concluded in order.
The research revealed that green infrastructure planning for an area had the following key elements: hubs, links or corridors, and sites. For this specific study area, it was necessary to first build the corridors to interconnect other important areas to improve the quality of local environment. The participatory planning was in trial use to create collaboration among local organizations to establish a tool for control the area development. The tool was the local legislation that focused on creating greenways for the area, as well as the measures to control and promote development according to the existing law. The trial use revealed that it is possible to enforce the local legislation. However, the obstacle was the delay of enforcement through central government system which required a lot of time and complicated process, which may probably too late to address the development problems of the area.
