中文摘要 近年來氣候變遷所造成的影響,對都市或鄉村系統都形成了相當大的風險,如何減緩極端氣候事件所造成的損害成為近年來各國相當關注的議題。在此之下,聯合國國際減災戰略祕書處(UNDRR)分別在2005年的兵庫宣言以及2015年的仙台宣言中都提到提升地方韌性之策略擬定及評估的重要性。然而回顧過往韌性相關研究大多僅分別針對都市或鄉村進行單一地區的探討,未能明確指認出都市及鄉村在韌性程度上的差異。事實上若能夠了解都市以及鄉村在面臨氣候變遷下韌性程度上的差別,將有助於提供規劃者在規劃策略擬定或資源分配上更加完善。
基此,本研究首先透過文獻回顧擬定韌性指標,接著透過主成分分析法將指標進行韌性特徵提取,進而建構含括綠地韌性程度、社區年齡結構強韌度、傳統知識能力、基礎設施應變能力以及居民經濟獨立能力之韌性評估指標。而後本研究將五項韌性指標運用全域型空間關聯性之分析,發現五種韌性指標在空間上皆存在著關聯性,並且在地域型空間關聯性指標當中發現部分韌性能力有聚集於都市或者鄉村。基此,本研究進一步使用二元羅吉斯迴歸分析,辨別出都市分別在基礎設施應變能力、社區年齡結構強韌度以及綠的韌性程度上較為突出,鄉村則於居民經濟獨立能力以及傳統知識能上較為突出。此研究結果顯示都市地區相當倚賴基礎設施以及強韌的社會經濟結構,鄉村則較仰賴地方居民對應外部威脅下自體的知識及經濟的獨立程度,因此本研究就分析結果對現行空間規劃體系提出相關之建議。
英文摘要 In recent years, the impact of climate change has caused critical risks to urban and rural systems, how to mitigate the damage caused by extreme climate events has become a topic of considerable concern in various countries. The United Nations Office for Disaster Risk Reduction (UNDRR) mentioned in the Hyogo Framework for Action (HFA) and the Sendai Framework for Disaster Risk Reduction 2015-2030 (Sendai Framework) that improving community resilience will help to deal with the harm caused by climate change. However, most of the previous research on resilience have only focused solely on urban or rural only, and have failed to identify the differences in resilience between urban and rural. In fact, if we can understand the difference in resilience between urban and rural in the face of climate change, it will provide planners with better planning strategies or resource allocation. Therefore, in this study, the resilience index is firstly prepared through literature review, and then the resilience features were extract through the principal component analysis method. Then, the five resilience indexes were analyze by the spatial autocorrelation. Finally, the binary logistic regression is use to compare the resilience of urban and rural.
