英文摘要 The Asia-Pacific Economic Cooperation (APEC) has a great influence on the world’s economy and the telecommunications operators in the region are the global leaders. For example, China Telecom is the fixed-line operator with the most subscribers and AT&T is the largest telecommunications operator in the world (based on a mix of four metrics: sales, profit, assets and market value). The objects of this study are integrated telecommunications service operators in the APEC members. These operators provide a wide range of diversified services, including fixed-line, mobile, Internet, data transmission and various added-value services.
The purpose of this study is to measure the efficiency, productivity change and technology gap of these integrated telecommunications operators during the time period of 2001 to 2008, using the DEA, Malmquist index and Meta-frontier approaches. Four outputs used in the analyses are operating revenue and number of fixed-line subscribers, number of mobile subscribers and number of broadband subscribers, and three inputs are number of employees, total assets and capital expenditures, as commonly adopted in the literature.
The empirical results can be summarized as follow. First, KT, China Telecom, SingTel, Globe Telecom, Telkom and Telecom New Zealand were found to be fully efficient during the study period and demonstrated both technical and scale efficiency equal to 1. But Bell Canada was the least efficient operator among all the DMUs. Also, the operators with large revenues do not necessarily achieve high efficiency, implying that operational efficiency can be achieved by operators with small revenues. This is because large operators are regulated by the local authority in terms of service quality, tariffs and operating strategies. In particular, these operators, as the leading role in the telecommunication industry, have to develop pioneering technologies on services and applications and provide new network systems ahead of their rivals. Next, the productivity of APEC integrated operators increased during the study period, primarily due to innovation rather than improvements in efficiency. Finally, the operators in the group of high penetration rate had higher technical efficiencies and smaller technology gap on average than those in the group of low penetration rate, implying that the operators in the high penetration rate group had higher technical efficiencies and their technologies were closer to the metafrontier as compared with those in the low penetration rate group.
